Section 2113.  Housekeeping.

   A. Best practical housekeeping and maintenance 
practices must be maintained at the highest possible 
standards to reduce the quantity of organic compounds 
emissions. Emission of organic compounds must be reduced 
wherever feasible. Good housekeeping shall include, but not 
be limited to, the following practices:

       1.  Spills of volatile organic compounds shall be avoided and clean up of such spills shall employ procedures that reduce or eliminate the emission of volatile organic compounds.

       2.  Containers of volatile organic compounds shall not be left open and the contents allowed to evaporate.

       3.  Waste materials that contain volatile organic compounds shall be stored and disposed of in a manner that reduces or eliminates the emission of volatile organic compounds.

      4. Each facility shall develop a written plan for 
housekeeping and maintenance that places emphasis on the 
prevention or reduction of volatile organic compound 
emissions from the facility. This plan shall be submitted to 
the Office of Environmental Services, Air Permits Division, 
upon request. A copy shall be kept at the facility, if practical, 
or at an alternate site approved by the department.

      4. Each facility shall develop a written plan for
housekeeping and maintenance that places emphasis on the
prevention or reduction of volatile organic compound
emissions from the facility. This plan shall be submitted to
the Office of Environmental Services upon request. A copy
shall be kept at the facility, if practical, or at an alternate site
approved by the department.

       5.  Good housekeeping shall be determined by compliance with LAC 33:III.2121 (Fugitive Emission Control) and the maintenance and the housekeeping plan required by LAC 33:III.2113.A.4.
