595:20-3-1.  General instructions
Every vehicle which is registered in this state, and operated on the streets and highways, is required to be inspected [47 O.S. §851].
Exceptions:
(2) All new vehicles or chassis are exempt from this requirement when they are in transit from factory or factory branch to dealer, or from dealer's warehouse to storage plant, from his place of business to another when an exchange of new cars is in progress.  When an exchange of a new car from one new car dealer to another is being made, the new car must be operated by an agent or employee of either company using the most direct route by the company and a written Dealer's Statement of Exchange must be in each vehicle.

595:20-3-3.  When emission anti-tampering inspection required where population less than 500,000
Effective January 1, 1986, any person who owns and drives a 1979 or later year model passenger car, station wagon, ranch wagon, suburban, town and country, or light truck up to 8,500 GVWR, and resides within a county with a population of less than five hundred thousand (500,000) where there exists a U.S. Environmental Protection Agency designated air quality nonattainment area for auto-related pollutants, or resides within a designated area (see Appendix  EE and FF of this Chapter) shall, in addition to the vehicle mechanical equipment inspection, be required to submit said vehicle to a vehicle emission anti-tampering inspection.
Exemptions:
(1) Motor vehicles not capable of operating on gasoline or fuels containing gasoline without fuel system modification or conversion.
(2) Farm trucks.

595:20-3-5.  Emission inspection areas
Emission anti-tampering inspection areas are shown in Appendices EE and FF of this Chapter.  Inspection stations that are located outside the emission anti-tampering inspection designated areas are not authorized to inspect vehicles of 1979 or later year models of persons who reside within area I (see Appendix EE of this Chapter) beginning January 1, 1986, and area II (see Appendix FF of this Chapter) beginning January 1, 1987, unless approved by the Department of Public Safety.

595:20-3-6.  Documentation for every inspection
The operator or owner of every vehicle inspected is required to submit his drivers license and insurance verification, except fleet vehicles, taxis, or government owned vehicles, prior to receiving an inspection.  If an operator or owner refuses to submit their driver license and insurance verification card, the vehicle will not be inspected.

595:20-3-12.  Inspection required each year
An owner may present his vehicle for inspection as often as he wishes, but in any event he must have his vehicle inspected within one (1) year of the last inspection. 

595:20-3-25.  Motorcycle or motor-driven cycles (Class "B")
Motorcycles or motor-driven cycles (Class “B”) will be inspected only at inspection stations which have been approved to perform such inspections.

595:20-3-26.  Trailer and semitrailer trucks, (Class "C")
Trailers and semitrailer trucks (Class "C") whose gross weight is 10,000 pounds or more will be inspected only at inspection stations approved to perform such inspections.

595:20-3-27.  School Buses (Class "D")
School buses (Class “D”) will be inspected only at inspection stations which have been approved to perform such inspections.

595:20-3-41.  Supervisory responsibility of inspection station owners and operators
(o) The licensee shall ensure that all vehicles to be inspected are driven into the inspection area by the licensed inspector.

595:20-3-42.  Responsibility for signs, forms, etc.
The station licensee shall post or cause to be posted any and all signs and/or notices required by the Vehicle Inspection Division for the purposes of this program.  All forms required of the station shall be completed and forwarded according to the rules of this Chapter.  Records to be retained by the station licensee shall be kept in a safe place within the inspection station and shall be readily available to authorized officers of the Department.  The station licensee shall file such records in a manner as to assure the easy location of specific records and all records must be keut for a period of one (1) year from the last date recorded in that book.

595:20-3-46.  Security measures
(a) The inspection stickers and tabs issued to an inspection station must be kept in a safe place under lock and key to prevent theft, even during normal business hours.  Any loss of stickers through carelessness or neglect may be cause for suspension of license.
(b) Upon discovery of loss or theft of stickers, a report must be made to the Vehicle Inspection Division, Oklahoma City, Oklahoma by the quickest means available and must be followed by a written report, setting out all facts concerning such loss or theft.  A police report including NCIC entries must be made listing the sticker types and numbers, and a copy forwarded to the Vehicle Inspection Division, Oklahoma City, Oklahoma.

595:20-3-61.  Refund of unused stickers
(a) Refunds will be made upon request for cancellation of a station license, for unused stickers and certificates.
(b) Refunds will be made upon suspension or revocation of the station license by the Department for unused stickers and certificates.
(e) No refunds will be made for emission windshield stickers to official stations with the classification of AE.
(f) No refund will be made on sticker(s) and/or certificate(s) voided or damaged due to negligence by the inspection station.

595:20-3-63.  Rejected vehicles
(b) The owner or operator of a vehicle that has received a rejection receipt shall be instructed that the vehicle cannot operate on the streets and highways of this state, except as may be necessary to return such vehicle to his/her residence or place of business, if within one hundred and fifty (150) miles, or to a garage until said vehicle and its equipment has been placed in proper repair and adjustment.
(g) When a vehicle is rejected following any inspection, the appeal procedures under Chapter 20, Subchapter 11 of this title shall apply.

595:20-7-1.  General
(c) Inspection stations will order a sufficient quantity of monthly and yearly tab inserts, one (1) through twelve (12), which indicate the month and year each vehicle is due for reinspection.
Example: 
If a vehicle is inspected in April of 1993 the monthly tab insert numeral 4 and year tab insert numeral 4 will be placed on the face of the sticker.  This indicates the vehicle was inspected in the month of April 1993, and is due for re-inspection in April of 1994.  Tab inserts will be supplied with each sticker order if requested.  In the event a station runs short of the tab inserts, the monthly tab portion of sticker order form can be filled out and mailed to this Department, and an additional supply of the inserts will be forwarded at no charge. 
(f) The inspection sticker will be placed inside the windshield approximately five inches (5") up from the lower left hand corner and attached by its own adhesive.  In the event other official stickers are in the lower left hand comer, such as stickers issued by military bases, or valid stickers issued by another state, the Oklahoma vehicle inspection sticker will be placed as near the lower left hand comer as possible.

595:20-7-2.  Inspection certificate 
(a) The inspection certificate form is in duplicate and is to be completely filled out by the inspector.  If vehicle passes inspection, the carbon copy is to be given to the owner/operator of the vehicle.  The original copy is to be retained in the book as a permanent record for one (1) year.
(1) Fill in owner’s name, address, city and state.
(2) Fill out year, make and model of vehicle.
(3) Fill in ID number or serial number taken from the vehicle.
(4) Fill in license number and state.
(5) Fill in date of inspection and mileage reading.
(6) Fill in station number, inspector’s number, and sign the certificate.
(7) Check only the items that are corrected by the inspection station.
(A) If the vehicle passes without correction, leave items blank.
(B) If the vehicle is repaired, check items repaired.
(8) Repair costs will be shown on each item that is repaired or adjusted by the inspection station.
(9) Total repair costs, inspection fee, and total cost will be shown on the inspection certificate.
(10) Record all tire tread measurements.
(11) Record previous inspection sticker number, and year it was issued.

595:20-7-3.  Rejection receipt - Form VID 44
The rejection receipt is a duplicate form.  It is to be filled out when one or more items of equipment do not pass inspection, and the owner or operator wishes to repair it himself or have it repaired elsewhere.  The duplicate copy will be issued to the driver or owner of the vehicle and original copy will remain at the inspection station.  If the vehicle is returned within thirty (30) calendar days, only the rejected items will be reinspected at that time, at no additional fee.  However, if it has been longer than thirty (30) calendar days or vehicle is rejected the second time, the entire vehicle must be reinspected and another $5.00 fee charged.


595:20-7-4.  Station monthly report - Form VID 21
(a) Each official inspection station shall maintain the monthly report book listing each vehicle inspected.  These forms will be furnished by the Department.  The information to be recorded on this form is taken from the inspection certificate.  This form is to be prepared in duplicate.  The original copy must be forwarded to the Vehicle Inspection Division by the 10th day of each month following the month for which the report was completed.  The carbon copy of the monthly report will be retained by the inspection station for a period of one (1) year after the last inspection recorded.

595:20-7-5.  Signature card - Form VID 17
(a) The signature card will be signed by no more than (3) authorized persons and then forwarded to the Vehicle Inspection Division where it will be kept on file.  This signature card is to be used for comparing or verifying signature(s) on requests for inspection stickers.

595:20-7-6.  Request for inspection stickers - Form VID 19
(a) The request for inspection stickers form shall be completed in duplicate whenever a request for inspection stickers is being submitted by an inspection station owner or authorized person.  One copy should be retained by the inspection station for their records.

595:20-7-7.  Request for refund - Form VID 25
(a) The request for refund form is to be filled out only when there is a sticker change.  Obsolete and unused stickers must be forwarded to this Department along with the request for refund form before a refund will be made.  One copy of the request for refund form should be kept by the inspection station for their records.

595:20-9-1.  General
(a) Effective January 1, 1987, any person who owns or drives a 1979 or later year model passenger car, station wagon, ranch wagon, suburban, town and country, or light truck up to 8,500 GVWR and resides within a county with a population of five hundred thousand (500,000) or more where there exists a U.S. Environmental Protection Agency, designated air quality nonattainment area for auto-related pollutants (see Appendices EE and FF of this Chapter), or resides within a twenty-five (25) mile radius of the centroid of the area of such a county shall, in addition to the vehicle mechanical equipment inspection, be required to submit said vehicle to a vehicle emission anti-tampering inspection.  
Exemptions:
(1) Motor vehicles not capable of operating on gasoline or fuels containing gasoline without fuel system modification or conversion.
(2) Farm trucks.
(3) Truck of 8501 lbs. GVW and over.
(4) Forestry vehicles.
(5) Motorcycles.

595:20-9-3.  Vehicle emission inspection
(l) For the purpose of the vehicle emission anti-tampering inspection, motor vehicles shall mean passenger cars, station wagons, ranch wagons, van wagons, suburban, town and country, and light trucks up to 8,500 pounds gross vehicular weight rating (GVWR).  [47 O.S. § 1102(23)].
(1) Light duty truck means a motor vehicle with a gross vehicle weight rating of 8,500 pounds or less, which shall include, but not be limited to pickup trucks, panel delivery and carry-all trucks.
(2) Passenger car means any motor vehicle other than a motorcycle or bus designed or used primarily for the transportation of persons.
(3) When the model year of the engine of a motor vehicle is different from the body year, the body year will be used for vehicle emission anti-tampering inspection purposes.
(4) Exemptions:
(A) Motor vehicles powered by diesel fuel or any fuel other than gasoline or gasohol, if the vehicle design precludes the use of gasoline or gasohol without modification.
(B) Farm trucks.
(C) Truck of 8501 lbs. GVW and over.
(D) Forestry vehicles. 
(E) Motorcyc1es.
(m) Specific inspection requirements for 1979 and after year model motor vehicles in the vehicle emission anti-tampering inspection program are as follows:
(1) Inspection items:
(A) Catalytic Converter System (C.A.T.)
(B) Evaporative Emission System (E.V.P.)
(C) Air Injection System (A.I.S.)
(D) Positive Crankcase Ventilation (P.C.V.) 
(E) Oxygen Sensor (O2)
(F) Thermostatic Air Cleaner (T.A.C.)
(G) Exhaust Gas Recirculation System (E.G.R.)
(2) If a vehicle with a valid inspection sticker is presented for inspection, the complete inspection will be performed before removing the valid sticker.  If the vehicle passes inspection, a new sticker will be issued.  If the vehicle fails the inspection for any item, the sticker will be left on the windshield and a large "X" will be marked on the back.
(3) All vehicle emission anti-tampering inspection stations will be furnished copy of the Emissions Control Equipment Guide.  This guide or manual must be readily available to inspectors for reference.

595-20-9-7.  Catalytic Converter System (C.A.T.)
There are two different types of catalytic converter systems.  One common type is the conventional converter systems, which has only the intake pipe and the outlet pipe.  The other type converter system is called a three-way catalytic converter, which has an intake pipe, outlet pipe, and an outside air source which supplies fresh air to the C.A.T. system.  The C.A.T. system will not pass inspection if any part of the system is disconnected or removed, regardless of whether it is a three-way or conventional system.
(1)  Inspection procedures.  Visually inspect the C.A.T. system for: 
(A) Presence
(B) Proper connection
(2) Points of Rejection.  Reject vehicle if C.A.T. is missing or has been disconnected in any manner.  Advise owner that a dated repair receipt or sales invoice must be presented upon re-inspection.

595:20-9-10.  Evaporative emission control system (E.N.P.)
(a) General.  The evaporative emission control system helps prevent gasoline vapors from entering the atmosphere by trapping the vapors in a carbon canister.  Later, when the vehicle is running, the vapors in the, canister are purged into the intake of the carburetor.  The evaporative emission control system includes the charcoal canister, the hoses to the canister and the filler tube cap.
(b) Inspection procedures.
(1) Visually inspect for presence of canister. 
(2) Check for presence of hoses.
(3) Check for presence of fuel tank cap, proper fit, seal, and relief valve.
(c) Points of rejection.  Reject the vehicle if any part of the evaporative control system has been removed or disconnected and proper fit, seal, and valve of cap.

595:20-9-11.  Air injection system (A.I.S. or A.I.R.)
(a) General.  To be effective, an oxidation catalyst must have excess air in the exhaust stream.  This source of air can be provided by either lean carburetor setting (a carburetor that meters more air than is needed to burn the fuel) or by air injection system which pumps air directly into the exhaust stream.  Inspection for disabled air injection systems on vehicles so equipped will help insure that the exhaust has adequate oxygen for the catalyst to oxidize pollutants.  The air injection system includes a belt driven pump and connecting hoses.  Check valve and bypass.  Inspect the air injection system for presence of air pump and belts.

595:20-9-12.  Positive crankcase ventilation system (P.C.V. Valve)
(a) General.  Vented vapors from the crankcase are a major source of hydrocarbon emissions and were the first hydrocarbon mobile source emissions to be controlled.  Control is achieved by recycling the vapors through the carburetor via the crankcase ventilation system.  If the system is disabled, hydrocarbon emissions vented from the crankcase greatly increase.  The P.C.V. valve is located on the valve cover in most vehicles.  Proper connection of the P.C.V. valve and hoses at the valve cover and carburetor or intake manifold should be checked.

595:20-9-13.  Oxygen sensor
(a) Three-way catalyst.  Most new technology vehicles are expected to use a three-way catalyst (T.W.C.) with closed loop fuel air ratio control system.
(1) On vehicles with closed loop fuel control system, the carburetor or fuel metering system is controlled by an electronic control module (E.C.M.).
(2) The E.C.M. regulates the air/fuel ratio on the basis of several inputs, the most important being the oxygen sensor.
(3) The oxygen sensor tells the E.C.M. if the carburetor is operating at proper air/fuel ratio for operation of the three-way converter.   The electronic control module regulates the carburetor to maintain this condition.
(4) Sensors reduce HC emissions because (a) when sensor is disconnected, vehicle will operate in fuel rich failure mode, and (b) operation in fuel rich failure mode can cause hydrocarbon emissions to be ten (10) times higher than that allowed by Federal Emission Standards.  Inspect the oxygen sensor to insure that no part of the system, including wiring, has been removed or disconnected.

595:20-9-14.  Thermostatic air intake system (T.A.C.)
(a) General.  The thermostatic air system (T.A.C.) provides warm air to the carburetor during cold engine operation and keeps temperature of air entering the carburetor at 100 degrees F.  This shortens warmup time and allows the carburetor to be adjusted much leaner to reduce emissions.  Inspect the T.A.C. system to insure that no part of the system has been removed or disconnected.
(b) Inspection procedures.
(1) Visually inspect the thermostatic air intake system for the fresh air intake at front of the vehicle.
(2) Check vacuum motor or wax pellet actuator on breather intake. 
(3) Check the duct and air control door.
(4) Check the heat shroud and heated air tube. 
(5) Check the air cleaner assembly.
(6) Check the hoses and tubing.

595:20-9-15.  Exhaust gas recirculation system (E.G.R.)
(a) General.  The exhaust gas recirculation system, commonly known as the E.G.R. valve, is located on the intake manifold near the carburetor.  A close visual check of the hoses and E.G.R. spacer plate will be necessary to detect tampering.  A high percentage of tampering done to exhaust emission systems is to the valve.  Inspect the E.G.R. system to insure that no part of the system has been removed or disconnected.

SUBCHAPTER 11.  ANNUAL MOTOR VEHICLE INSPECTION AND EMISSION ANTI-TAMPERING INSPECTION RECORDS AND REPORTS

595:20-11-1.  General
The inspector performing the annual vehicle inspection and the emission anti-tampering inspection will complete all records and forms prescribed in this Subchapter for the annual vehicle inspection and the emission anti-tampering inspection programs.  Forms will be provided by the Department.
(1) Form VEC-1 will be used for the annual vehicle inspections and the emission anti-tampering inspections performed in the designated areas.
(2) Form VEC-1 will be completed in duplicate, and will be filled out and sticker issued only if vehicle passes both the annual vehicle inspection and emission anti-tampering inspection.
(3) Report form VID-44 will be used if a vehicle fails to pass either the annual vehicle inspection or the emission anti-tampering inspection.  The VID-44 will be filled out in duplicate.
(4) Inspectors must record all inspections for the annual vehicle inspection and the emission anti-tampering inspections on the monthly report form VID-21.  The inspector will record in the proper column all rejections and/or repairs of the mechanical and anti-tampering inspection items.  If the vehicle passes inspection, fill in all information as to sticker number, drivers name, I.D. number, license number, vehicle make-year-model and mileage.  Leave remaining items blank if the vehicle passes inspection.
(5) In the event the vehicle is rejected the owner has thirty (30) calendar days to present this vehicle along with his copy of the rejection certificate (VID-44) one time for re-inspection of the item(s) rejected.  If the vehicle passes re-inspection, the inspector will issue a certificate of inspection to the vehicle.
(6) In the event a vehicle is submitted for inspection and some of the items listed on the VEC-1 do not apply to the vehicle, the inspector will put "N/A" in the appropriate space to signify that it does not apply to the vehicle being inspected.
(7) A map of the designated areas is in the back of this Chapter.  If an inspector has any doubt about a vehicle being owned or operated inside the area, he should refer to the Map.

595:20-11-2.  Inspection certificate - VEC-1
(a) The inspection certificate form is in duplicate and is to be completely filled out by the mechanic inspector if the vehicle passes inspection.  The original is to be retained by the station.  The carbon copy is to be given to the owner of the vehicle.  The station copy is to be retained by the station for a period of one (1) year.
(1) Fill in the owner's name.
(2) Fill out year, make and model of vehicle.
(3) Fill in I.D. number or serial number taken from vehicle.
(4) Fill in license number and state.
(5) Fill in date of inspection and mileage from the odometer.
(6) Fill in station number, inspector's number, and sign certificate.
(7) Check only the items that are corrected by the inspection station. 
(A) If a vehicle passes without correction, leave items blank.
(B) If a vehicle is repaired, check items repaired.
(8) Repair cost will be shown on each item that is repaired or adjusted by the inspection station.
(9) Total repair cost, inspection fees, and total cost will be shown on the inspection certificate.
(10) Record all tire tread measurements.
(11) Record previous sticker number and year issued.

595:20-11-3.  Rejection certificate - VID-44
(a) The rejection certificate, VID-44, will be filled out on each vehicle that does not pass either the mechanical inspection or the anti-tampering inspection, or both such inspections, and is not repaired at the time of inspection.  The driver of a rejected vehicle will have thirty (30) calendar days to have the vehicle repaired, at a place of his choice, and return for re-inspection of the rejected items only.  If the vehicle fails a second time, the driver will have to submit the vehicle for a complete inspection and another $5.00 fee will be charged.  The rejection certificate (VID-44), will be filled out in duplicate.  The original copy will be retained by the station.  The duplicate copy is to be given to the driver of the rejected vehicle.
(1) All information blanks must be filled out.
(2) The items rejected must be shown in the proper blanks.

595:20-11-4.  Appeal procedure
When a vehicle that has been presented for an emission anti-tampering inspection has been rejected for any of the items of inspection, the owner will have seven (7) days to appeal such rejection to the Department of Public Safety, Motor Vehicle Inspection Division, P.O. Box 11415, Oklahoma City, Oklahoma 73136-0415, in writing, and such appeal must be resolved before the expiration date of the time allowed on the rejection certificate (thirty [30] calendar days).  Upon notice of appeal, an Inspection Trooper will contact the owner of the vehicle rejected and will inspect items listed in the appeal.  The trooper's inspection shall be conducted at a place and time of his convenience, and his inspection findings shall be final.  If, upon inspection by the trooper, the vehicle still does not pass inspection, the owner of the vehicle will have to make the necessary repairs and return for re-inspection to the station that issued the rejection certificate, on or before the 30th calendar day.  Foreign vehicles that are imported into the United States that are not manufactured to meet Environmental Protection Agency requirements, must on appeal show proof of compliance with E.P.A. standards or proof of exemption.
