Summary of Klamath Falls PM-10 Attainment Plan

Background

The area within the Klamath Falls Urban Growth Boundary (UGB) was designated nonattainment for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.

Oregon submitted a PM10 attainment plan on November 15, 1991, and September 22, 1995 and EPA proposed the plan on June 5, 1996 (61 FR 28531 (PDF)(11 pp, 227 K, About PDF)).

On April 14, 1997, EPA approved the Klamath Falls PM10 attainment plan (62 FR 18047 (PDF)(7 pp, 150 K)).

On November 5, 1999, Oregon submitted a complete rule renumbering and relabeling package to EPA for approval in the SIP. On January 22, 2003, EPA approved the recodified version of Oregon's rules to remove and replace the outdated numbering system (68 FR 2891 (PDF)(19 pp, 204 K)). The following list refers to the currently approved SIP rules.

Summary

The plan relies on control strategies needed to assure attainment of the PM10 National Ambient Air Quality Standards (NAAQS). The strategy focuses on control of residential wood combustion, fugitive dust and open burning emissions. Other strategies include stringent management of future growth in industrial emissions.
