   Comments:   1.   Revisions establishing applicability of the Article 9 provisions for sources located in the Ozone Transport Region (OTR).  The SIP-effective date is 8/14/06.
                             2.   Full approval of added and revised regulations with a State effective date of 5/1/02; limited approval of added and revised regulations with a State effective date of  9/1/06. The SIP effective date is 11/21/08.
                            3.    Section 5-80-2195 is added.  Sections 5-80-2010, 5-80-2020, 5-80-2140, 5-80-2200, 5-80-2210, 5-80-2220, 5-80-2230, and 5-80-2240 are revised.   The SIP effective date is 1/22/13.
                             4.   Revisions to Sections 5-80-2010 and 5-80-2120.  The SIP effective date is 3/27/14. 79 FR 10377

                              5.  Full approval of NSR program...82 FR 40703, federally effective 9/27/2017.  there is a yellow highlighted part of provision 9VAC5-80-2010C for defintion of "baseline actual emissions" which is not considered part of approved EPA SIP.
