Summary of Spokane Carbon Monoxide (CO) Attainment Plan

Background

 The Spokane, Washington, urbanized area was designated nonattainment for Carbon Monoxide (CO) and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.

Washington submitted a CO attainment plan on January 22, 1993, and various revisions, dated September 14, 1993 and April 30, 1996.

EPA approved the plans on September 22, 1997 (62 FR 49442 (PDF)(3 pp, 119 K, About PDF)), with a correction on December 31, 1997 (62 FR 68187 (PDF)(2 pp, 116 K)). 

Summary

The plan relies on control strategies needed to assure attainment of the National Ambient Air Quality Standard (NAAQS) for carbon monoxide. The strategy focuses on tracking vehicle miles traveled (VMT); vehicle emission inspection and maintenance program; oxygenated fuel; transportation conformity; and, Reasonably Available Control Measures for residential wood combustion, point sources, and new source review.
