The reports are now created using Internet Explorer.  The report is being blocked as a pop-up.
1) In Internet Explorer go to the Tools menu and select Internet Options.
2) Click on the Advanced Tab and Scroll down to the Security settings.
3) Check the box that says "Allow active content to run in files on My Computer".
