This page contains resources for state and local planners interested in estimating greenhouse gas (GHG) emissions from the on-road transportation sector and assessing the potential of on-road travel efficiency strategies for reducing both greenhouse gas and criteria pollutant emissions.

Estimating Greenhouse Gas Emissions

  • Using MOVES for Estimating State and Local Inventories of On-Road Greenhouse Gas Emissions and Energy Consumption (PDF)(2 pp, 912 K, EPA-420-B-16-059, June 2016)
    This technical guidance describes how to use EPA's MOVES2014/2014a models to estimate greenhouse gas emissions and/or energy consumption from on-road vehicles in a state or metropolitan area. This guidance replaces the November 2012 version that was previously available on this website.
  • Motor Vehicle Emission Simulator (MOVES) is a state-of-the-science emission modeling system that estimates emissions for mobile sources at the national, county, and project level for criteria air pollutants, greenhouse gases, and air toxics.
  • EPA’s Estimating Emission Reductions from Travel Efficiency Strategies page contains information on EPA’s Travel Efficiency Assessment Method (TEAM) and case studies. TEAM is a methodology to estimate the potential greenhouse gas, vehicle miles travelled (VMT), and criteria pollutant emission reductions from travel efficiency strategies
