Policy and Guidance for State and Local Transportation

The documents on this page provide state and local agencies with direction on how to implement strategies for controlling emissions from the transportation sector. Links to documents on stationary source controls are also provided.

Some documents provide instructions on how to receive "credit" when a strategy is successful and emission reductions are achieved. This credit may be applied toward the air quality objectives outlined in state implementation plans (SIPs), early action compact agreements (EACs), and transportation conformity determinations.
