This document is 'Chapter 1: Introduction and Background' of the Energy and Environment Guide to Action. This Guide is based on state experience implementing energy efficiency, renewable energy, and combined heat and power policies, programs and measures; it documents the best practices for designing and implementing these state policies and demonstrates how the policies have helped states save money, reduce air pollution, enhance economic development, and maintain energy reliability and resilience.
