Rule Summary

The standards of performance control equipment leaks of volatile organic compounds in the synthetic organic chemicals manufacturing industry (SOCMI) and in petroleum refineries.  The standards apply to:

  • SOCMI facilities constructed, reconstructed or modified after January 5, 1981, and
  • Petroleum refineries constructed, reconstructed, or modified after January 4, 1983, and
  • Petroleum refineries constructed, reconstructed, or modified after November 7, 2006 (subpart GGGa).
