Friction Materials Manufacturing Facilities Residual Risk and Technology Review

Friction materials include brake and clutch linings, and are used in brake and clutch assemblies. EPA has determined that risks from this source category are acceptable and has identified no developments in practices, processes or control technologies that would further reduce emissions of hazardous air pollutants. EPA is finalizing minor amendments to the existing regulation. This action clarifies that the standards are applicable during periods of startup, shutdown and malfunction. EPA is adding to the requirements for deviation reporting for this source category.
