On June 25, 2019, EPA proposed regulatory text that would implement the clear language of the Clean Air Act that allows major sources of hazardous air pollutants (HAP) to reclassify as area sources at any time provided they permanently reduce hazardous air emissions. This action would provide a level of fairness and flexibility for sources that reduce hazardous air pollutant emissions below major source thresholds to reclassify as area sources and reduce regulatory burden.
