Internal Analysis of Potential U.S. Environmental Protection Agency Projects and Permits for Title 41 of the Fixing America's Surface Transportation Act

Title 41, or the Fixing America's Surface Transportation Act (FAST-41) was enacted in December, 2015. FAST-41 covers construction of certain infrastructure projects that require permits (or other authorizations) and environmental reviews by a federal agency and fall into a particular sector. Infrastructure projects covered by FAST-41 include activities involving construction of infrastructure for energy production (renewable and conventional energy), electricity transmission, surface transportation, aviation, ports and waterways, water resource projects, broadband, pipelines, manufacturing, or any other sector as determined by a majority vote of the federal Permitting Improvement Steering Council (FPISC or the Council).
