Toxics Release Inventory (TRI) Program

Original TRI Regulations

In 1986, Congress passed the Emergency Planning and Community Right-to-Know Act (EPCRA). Section 313 of EPCRA created the Toxics Release Inventory (TRI). In 1988, a final rule established the original TRI reporting requirements and chemical release reporting form, and identified the list of covered chemicals and industry sectors. The TRI regulations require owners and operators of certain facilities that manufacture, import, process, or otherwise use certain toxic chemicals to report annually their releases of those chemicals to each environmental medium.
