Purpose This competitive grant program helps qualified, private nonprofits provide technical assistance and training to identify and evaluate solutions to water and waste disposal problems in rural areas, preparation of applications for water and waste disposal loans/grants, and improve the operation and maintenance of water and waste facilities in eligible rural areas.

Eligible Applicants Nonprofit Groups
Eligible Activities Activities should occur in rural areas and towns with populations of 10,000 or less, or tribal lands in rural areas. Nonprofit groups should have a record of successfully providing technical assistance and/or training to rural areas and must not have delinquent debt to the federal government. Activities include identifying and evaluating solutions to water and/or waste problems in rural areas; assisting associations in preparations of water and/or waste loan/grant applications; and/or provide technical assistance and training to improve management, operation and maintenance of water and/or waste disposal facilities.
Excluded Activities/Other Restrictions Grant funds may not be used for services already provided by other sources of funds, lobbying, purchases of real estate or vehicles, office space improvements or renovations, repair and maintenance of privately owned property, construction, improvement or operation of water, wastewater and solid waste disposal facilities, building construction or furnishing, suing of a government entity, or duplication of U.S. Forest Service action plans.

Proposal Elements/Scoring Criteria The project proposal should outline the project in sufficient detail to provide the reader with a complete understanding of how the proposed project will work. Explain what the project will accomplish utilizing the grant funds. Demonstrate the feasibility of the proposed project in meeting the objectives of this grant program. Specific proposal elements and evaluation criteria can be found in the annual application guidance.
