California Air Resources Board rejects VW 2-liter diesel recall plan and issues Notice of Violation

On January 12, 2016, the California Air Resources Board (CARB) notified Volkswagen Group of America, Inc. that it rejected Volkswagen’s submitted recall plan for 2-liter diesel passenger vehicles sold in California between 2009 and 2015. It also notified Volkswagen of violations of California air quality regulations associated with the company’s use of a “defeat device” in those cars.  

EPA Statement: EPA agrees with CARB that Volkswagen has not submitted an approvable recall plan to bring the vehicles into compliance and reduce pollution. EPA has conveyed this to the company previously.
