Ethics Requirements for Experts Serving on the Environmental Financial Advisory Board as Special Government Employees

Candidates or newly appointed members of the Environmental Financial Advisory Board (EFAB) who will serve as Special Government Employees (SGEs) must fully complete a confidential financial disclosure form before performing any work for EPA. This confidential form, the EPA Form 3110-48, allows the EPA to determine whether there is a statutory conflict between that person’s public responsibilities as an SGE member and private interests and activities or the appearance of a loss of impartiality as defined by Federal regulation. In addition, SGE members take ethics training (required by 5 C.F.R. Part 2638) before participating in an advisory activity and annually thereafter.
