Funding for Pre-Disaster Resiliency

This EFAB report focuses mainly, but not exclusively, on investments in flood control and stormwater infrastructure - which are generally the function of the local or regional unit of government - and analyzes how such investments can help protect key assets. The report highlights opportunities and barriers at the local and federal level associated with pre-disaster resiliency.

The report summarizes the key barriers for communities in addressing key infrastructure pre-disaster resilience to the following principles: (1) understanding the problem and potential solution, (2) mindset and focus on long-term planning, (3) asset management approach to track and monitor operational performance, (4) money is limited, and (5) collaboration among federal agencies.
