Web Standard: Image Maps
Definitions
An image map is a static image with clickable areas. An example includes the standard U.S. National Maps but image maps can be made from any image like RadTown’s Waterfront.
Content requirements
- All image maps must be responsive.
- All image maps need to include javascript to make it responsive to the screen size and ensures that the links are in sync with the image. See JavaScript: Responsive Image Maps for the code.
- Image maps and each clickable region must include alt text.
- Pages with image maps must provide an alternative way to access the links in the image map for users without javascript.
- U.S. map of states or EPA regions must use the standard U.S. National Maps (formerly called ‘Where You Live’)

All EPA public web content must adhere to the EPA Web Standards, the U.S. Web Design System guidelines, and the 21st Century Integrated Digital Experience Act.
