Business Center Forms
Please note that the CAMD Business System (CBS) is the preferred, convenient, instant, and paperless way to submit most forms. If you are unable to use CBS, please send the form via email to CAMDforms@epa.gov. The only form requiring a wet signature is the Electronic Signature Agreement Form.
Many EPA staff are now working remotely due to COVID-19. If you are mailing any forms to the Clean Air Markets Division (CAMD), you must also email an electronic copy to CAMDforms@epa.gov to ensure your forms are promptly received and processed. This includes the Electronic Signature Agreement (ESA) form which will be processed upon receipt via email. The original, signed ESA is still required to be sent by mail for our records.

*Initial submittals for a new plant or a new unit cannot be submitted via CBS. Also, this form cannot be submitted via CBS if the regulated source is replacing the primary Designated Representative with a person not registered to the CBS database.

Sources can use CBS to submit RGGI Certificate of Representation data, or they can send a copy via email, overnight/courier service, regular or certified mail.
