Ozone Transport Commission NOx Budget Program Historical Report

The Ozone Transport Commission (OTC) NOx Budget Program ran from 1999-2002. The Program’s goal was to reduce summertime NOx emissions regionwide as a part of each state’s effort to attain the national ambient air quality standard (NAAQS) for ground level ozone.
