Service Contract Inventory Initiation

Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Public Law 111-117), requires civilian agencies subject to the Federal Activities Inventory Reform Act of 1998 (Public Law 105-270; 31 U.S.C. 501) to prepare an annual inventory of their service contracts. The Office of Management & Budget’s Office of Federal Procurement Policy (OFPP) issued a November 5, 2010 memorandum entitled "Memorandum from the Office of Federal Procurement Policy to Chief Acquisition Officers and Senior Procurement Executives about Service Contract Inventories" (PDF) (12 pp, 174 K, About PDF) that provides guidance on preparing the inventories.

The Environmental Protection Agency (EPA) service contract inventories met all of OFPP requirements on data elements and structure. The inventories include all service contract actions over $25,000 awarded in the specified fiscal year. The inventories consist of funded contract actions including contract actions made on the EPA’s behalf by other agencies. Similarly, the lists exclude contract actions made by EPA on another agency’s behalf with the other agency’s funding.  The EPA Service Contract Inventory data is included in the Government-wide Service Contract Inventory posted on www.acquisition.gov.  The government-wide inventory can be filtered to display EPA’s inventory data.

Service Contract Inventory Q&A

1. What is the Service Contract Inventory? The Service Contract Inventory is an annual inventory that reports on the agency’s service contracts actions over $25,000 awarded in the specified fiscal year. The inventory consist of funded contract actions including contract actions made on the EPA’s behalf by other agencies. (See OMB’s memorandum dated December 19, 2011 for more details).
2. What information does the report indicate on the Service Contract Inventory (SCI)? The report indicates the Agency’s top 10 PSCs with the highest obligations and the special interest PSCs with the obligations amounts. Also, the SCI report shows the PSCs percentage of obligations by contract type, contract competition, time of obligation, and Small Business analysis.
3. What are the Agency’s special interest product service codes (PSCs)? The Agency’s 13 special interest PSCs are R499, C211, F999, R425, C214, D399, R421, R408, B510, D308, R799, D302, and D314.
