A request for review of the decision of the District Engineer, New York District, to issue a Section 404 permit to Ham Mountain Development Corporation authorizing the placement of fill material into 97.41 acres of federally regulated wetlands at a site known as Mill Creek in Secaucus, Hudson County, New Jersey.
