Contained-In Policy for Soil and Debris Contaminated with Hazardous Waste

In the Requirements for the Management of Hazardous Contaminated Media Rule, EPA identified the application of three Resource Conservation and Recovery Act requirements to remediation wastes as the biggest problems to address: Land Disposal Restrictions, Minimum Technological Requirements, and permitting. This document contains the regulations and policies EPA has used to address and solve these problems including: the “Area of Contamination” policy, the “contained-in” policy, and the regulations for Corrective Action Management Units and temporary units.
