Camp Minden Draft QASP and Work Plan for Public Feedback

EPA is seeking public input on the Work Plan by August 17, 2015. As required by the October 28, 2014 Administrative Order on Consent, the Louisiana Military Department submitted this Work Plan, prepared by their contractor Explosive Service International, for EPA approval. Prior to approval, EPA believes that this Plan must include a schedule of key steps in the project including: completion of baseline environmental sampling, completion of construction of the Contained Burn destruction system, completion of performance testing, beginning and end of destruction of M6 and CBI materials, removal of the Contained Burn system from Camp Minden and completion of site restoration. A public workshop to review the elements of the Work Plan will be held on August 13, 2015 at 6:30 on Camp Minden in Building A120.

EPA is also making available for public input by August 17, 2015 the Quality Assurance Sampling Plan prepared by Explosive System International for baseline environmental sampling to be completed before site preparation commences. This plan was based on the Quality Assurance Sampling Plan that EPA approved in March 2015 after public input, to establish background environmental conditions in communities surrounding Camp Minden. New elements of the plan include surface and shallow groundwater sampling, and sediment sampling of nearby waterways. If there is interest, this will also be discussed at the August 13 workshop.
