2004 Report to Congress

This report presents a comprehensive characterization of combined sewer overflows (CSOs) and sanitary sewer overflows (SSOs), including:

  • the extent to which they cause environmental and human health impacts,
  • technologies used by municipalities to address their impacts, and
  • resources spent by municipalities to control CSO and SSO discharges. 

There is a brief fact sheet available for review as well. For convenience, the report has been divided and can be downloaded into sections if desired. The entire full report is also available to be downloaded and viewed below.
