Small Community Advisory Subcommittee (SCAS)


Small Community Advisory Subcommittee (SCAS) 

The Small Community Advisory Subcommittee was established by EPA in 1996 to advise the Administrator on environmental issues of concern to the residents of smaller communities. The SCAS is an independently-appointed subcommittee of the Local Government Advisory Committee. SCAS was established in response to recommendations of the Small Town Environmental Planning Task Force. This earlier advisory committee was itself created by the Small Town Environmental Planning Act of 1992 and concluded its work in 1996.

Small Community Advisory Subcommittee of the Local Government Advisory Committee is a federal advisory group established by the United States Environmental Protection Agency.

Vision

That people in every small community in America will have clean air, drinking water, waste disposal and related services that safeguard their health in a friendly and sustainable environment.

Mission

To strengthen the capacity of small communities throughout America to improve and protect the health of their people and the environment in which they live.

Objectives

To change how EPA and state primacy agencies develop environmental regulations that impact small communities.

To effectively inform agencies of the disproportionate costs of providing environmental protection (and affected services) in small communities so that adequate resources are appropriated and allocated accordingly.

To encourage that a range of technical assistance and professional services be provided to small communities through EPA, States and third party providers.
