EPA Administrator Wheeler recently signed a proposed rule entitled Protection of Stratospheric Ozone: Adjustments to the Allowance System for Controlling HCFC Production and Import, 2020-2029; and Other Updates. This proposed rule would implement the next step in the phaseout of hydrochlorofluorocarbons (HCFCs) under the Clean Air Act and the Montreal Protocol on Substances that Deplete the Ozone Layer. This rule also proposes to revise elements of the ozone-depleting substance phaseout program and complementary provisions.
