Pesticide Registration Manual: How to Obtain a Company Number and Register an Official Address
What is a company number?
A “company number” is a unique identifier assigned to a company that wishes to register a pesticide (e.g. herbicide, rodenticide or antimicrobial) with the U.S. Environmental Protection Agency (EPA). These companies are commonly called registrants.
A "company number" is also required for a company that plans to “produce” pesticides or devices. Such production requires the company to obtain a “Pesticide-Producing or Device-Producing Establishment Number.”
Background
Registrants must obtain a company number prior to registering their first product with EPA. For subsequent products or amendment to existing registrations, the registrant must refer to this company number. Registrants who plan to produce their own products will also need to obtain an "establishment number."
Registrants or others who plan to “produce” pesticides or devices must obtain the company number first and then submit EPA Form 3540-8 (Application for Registering a Pesticide, Device or Active Ingredient Establishment Number) to the EPA regional office where their company Headquarters office is located to obtain the establishment number. For foreign establishments, the form should be submitted to EPA’s Washington, DC, office. The Form can be obtained at Pesticide Establishment Registration and Reporting. How to request a company number
Using the Central Data Exchange (CDX), the Agency’s electronic reporting site, requests for new company numbers can be submitted directly from the CDX, with information auto populating. This tool is accessible from a desktop, tablet or similar device and is designed for a more efficient and easier process for submitting and receiving a new company number. Below is guidance on how to requests a company number.
Requests for new company numbers must be submitted through the Central Data Exchange (CDX). To access the request form:
- Navigate to https://cdx.epa.gov/ and register for a new account or login if you have an existing account.
- Once logged in, select the Program Service; Pesticide Submission Portal (PSP) Company Number Requests.
- Your role will be “Primary Submitter.”
- Indicate you do not have an existing company number.
- Once you have accessed the Company Number Generator application, complete the form to include your company’s contact information:
- Company Name: (formal name of the company)
- Company Contact Name: (name of the employee designated to interact with EPA)
- Company Contact Phone Number: (area code and phone number)
- Company Contact: (email address)
- Official Company Mailing Address: (Example: 123 Street Name, Anywhere, State, Zip: #####. EPA will direct all future correspondence to the official address.)

Foreign registrants must designate a U.S. agent to receive correspondence and represent the registrant in matters concerning their application. U.S. registrants may also designate an agent. An agent is not required for U.S. registrants. When identifying an agent in the Company Number Generator application:
After you have added your company information, complete the designated agent section to include the agent’s company contact information:

- Agent Name (formal name of the agent’s company)
- Agent Contact (name of the employee designated to interact with EPA)
- Agent Contact Phone Number: (area code and phone number)

- Agent Official U.S. Company Mailing Address: example: 123 Street Name; Anywhere, State, Zip: ##### (Please note, when an agent is designated, EPA will direct all future correspondence to the agent address)
- You are required to attach a signed letter on company letterhead.
- Include in the letter the company information in the format stated above.
- If an agent has been named (foreign registrants must designate a U.S. agent) you must also include in the letter, the agent’s contact information in the format stated above.
- The letter must also include a statement authorizing the agent to act in all matters concerning the registration of your product with EPA.
- It must also include a statement acknowledging that all official correspondence from EPA will be directed to the agent.
PLEASE NOTE - Foreign registrants must designate a U.S. agent to receive correspondence and represent the registrant in matters concerning their application. Designation of an Agent is optional for U.S. Companies.
