PRN 98-10: Notifications, Non-Notifications and Minor Formulation Amendments

This Pesticide Registration notice expands the changes to registration that may be made by notification and non-notification, maintains the expedited review of minor formulation changes, and modifies the procedures for notifications of antimicrobial products. This notice supersedes PR Notice 95-2 (May 31, 1995), except with regard to advisory statements. That aspect of PRN 95-2 was superseded by  PRN 200-5.

PR Notice 98-10 references storage and disposal statements (from PR Notices 83-3 and 84-1) and container recycling statements and allows these statements to be added to labels via notification. The container disposal statements in section II.G previously published in PR Notices 83-3 and 84-1 are superseded by the statements in PR Notice 2007-1, the new container and containment regulations, and this PR Notice, as described above. In addition, the container recycling statement in section IV.J.b is superseded by the statements in PR Notice 2007-1 (see below), the new container and containment regulations, and this PR Notice. 

The temporary amendment to PRN 98-10, signed May 11, 2020, allows registrants to notify EPA of certain formulation and manufacturing facility changes and immediately release the product for sale without waiting for EPA approval. EPA has taken this action in order to address reports of shortages of active ingredients used in surface disinfectants on EPA’s List N: Disinfectants for Use Against SARS-CoV-2, the virus that causes COVID-19, and to address shortages of food-contact surface sanitizer products used on equipment for food manufacturing and food preparation. This amendment includes the provisions in the temporary amendments from March 31 and April 14, 2020.
