The hearing took place on May 20, 21,22 and 27, 2020.  Read the Federal Register notice announcing the hearing.

There were two sessions each day*. 

  • The first session will be held 9:00 a.m. - 1:00 p.m. (eastern time). 
  • The second session will be held 3:00 - 7:00 p.m. (eastern time).

*only a morning session on Friday, May 22, 2020.
