Superfund Redevelopment Pilot Program

As part of the Superfund Redevelopment Program (SRI), EPA developed a Pilot Program to help local governments participate in the cleanup and reuse of Superfund sites. Under the Pilot Program, EPA provided or sought to have potentially responsible parties provide, up to $100,000 in financial assistance and/or services to local governments for specified activities to help determine the future use of their sites. These activities could include performing public outreach, facilitating community meetings, and developing plans to reuse sites. Although the program is directed toward local governments, other political subdivisions, federally recognized Indian tribes, and states were also eligible to receive assistance. Selected Pilots were offered several types of program assistance including funding through a cooperative agreement, access to facilitation services, and the availability of experts under the Intergovernmental Personnel Act.

EPA selected ten local governments in July 1999 to serve as the first round of SRI Pilots. To broaden the Pilot Program, EPA developed an open proposal process, which was announced in the Federal Register in December 1999. Interested applicants submitted proposals with basic information about the types of activities they were proposing to conduct and the types of support they were requesting from EPA. In July 2000, EPA announced the selection of 40 Pilots to serve as the second round of SRI Pilots. In July 2002 EPA selected applicants from 19 communities and awarded those communities $1.2 million to help them integrate future site use options into cleanup.
