EPA Region 4 Polychlorinated Biphenyls (PCBs)

EPA Region 4 implements the regulations for the processing, distribution, use, cleanup, storage and disposal of PCBs under the Toxic Substances Control Act (TSCA) in Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, and for six federally recognized Native American Tribes. Select Success Stories and Works in Progress in the Region 4 PCB Program

  • Memorandum of Agreement (MOA): EPA Region 4 and the Florida Department of Environmental Protection have successfully executed an MOA for PCB Coordinated Approvals on August 13, 2020. The MOA provides a framework to facilitate the coordinated cleanup of qualifying sites in Florida that have soils contaminated with PCBs. Although the TSCA Section 6(e) PCB program is not delegable to states,  federal PCB regulations found at Title 40 of the Code of Federal Regulations (CFR) Part 761, and more specifically 40 CFR section 761.77, authorize federal TSCA PCB Coordinated Approvals under certain conditions based on existing federal or state permits, or enforcement or decision documents.   • Interactive Map for PCB Cleanup Sites: An interactive map has been developed for Region 4 that includes the location of each approved PCB cleanup site in Region 4 (since 2013) as a colored dot and, when selected, a call-out box to include a brief site-summary, site details and the number of clean-ups at that location. Over 60 PCB cleanup sites are portrayed on the map. Please note that the map is updated as regularly as possible, but that all Cleanups may not be depicted on the map.  The interactive map also includes a link to the national list and map of approved PCB commercial storage and disposal facilities. TSCA regulations under 40 CFR sections 761.50 -761.79 for storage and disposal of PCBs require specific requirements for waste cleanup, storage location and duration, landfill and incineration disposal, and decontamination and recycling.  Below is a list of Region 4 permitted PCB storage and disposal facilities:
