Superfund Task Force Metrics
To ensure the integration of the work completed under the Task Force into the Superfund program, EPA has identified performance metrics to impose accountability on the Agency in implementing lessons learned from the Task Force. EPA will evaluate the metrics and their usefulness and consider adopting additional or different methods to measure and report on progress.

Human Exposure Under Control
This measure tracks final and deleted National Priorities List (NPL) and non-NPL Superfund alternative approach (SAA) sites where all identified unacceptable human exposures from site contamination for current land and/or groundwater use conditions have been controlled. Human Exposure is one of the metrics EPA uses to communicate its progress in cleaning up Superfund sites.
Groundwater Remedial Action Objectives
This measure will track remedial projects and sites that have achieved groundwater remedial action objectives. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2021.
Deletions and Partial Deletions
This measure tracks deletions and partial deletions of sites from the National Priorities List by fiscal year.
Adaptive Management Plan
This measure will track the number of National Priorities List and Superfund Alternative Approach sites with a written adaptive management plan at both the site and project level. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2021.
Remedies Greater than $50 Million Approved by Administrator
This measure tracks the remedy decisions estimated to cost $50 million or more signed or revised by the Administrator. This measure includes changes to remedies with an original cost of more than $50 million.
NRRB and CSTAG Reviews
This measure will track the number of National Priorities List and Superfund Alternative Approach site decisions undergoing National Remedy Review Board (NRRB) or Contaminated Sediments Technical Advisory Group (CSTAG) review under the revised process each quarter and each year with program to date total. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2021.
Groundwater Flexibilities
This measure tracks the number of NPL and SAA sites annually where groundwater flexibilities have been used. Groundwater flexibilities are the flexibilities in existing Superfund laws, regulations, policy, and guidance that may be used to meet site-specific conditions and remedial needs. EPA will begin tracking this performance measure by reporting the number of technical impracticability waivers approved quarterly. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2020.
Optimization Reviews and Technical Support Projects
This measure will track the number of optimization reviews and technical support projects started and completed annually. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2020.
Duration of Remedial Design/Remedial Action Negotiations
This measure will track the duration of Remedial Design/Remedial Action negotiations with Potentially Responsible Parties (PRPs). EPA's goal is to complete 70% of Remedial Design/Remedial Action negotiations within one year. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2020.
Enforcement Tools Provided to Third Parties
This measure will track the number of Superfund enforcement tools provided to third parties to encourage investment in the cleanup and long-term protection, including reuse of contaminated sites by addressing liability concerns. EPA plans to start reporting this measure in fiscal year 2020.
Sites with Reuse
This reuse indicator will track the number of NPL and SAA sites with reuse or continued use on part or all of the site. The cumulative number of sites in reuse or continued use and the number of different types of use on these sites will be reported annually. This is a new reuse indicator and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2020.
Acres of Land at Sitewide Ready for Anticipated Reuse Sites
This metric tracks the acres of land at Sitewide Ready for Anticipated Reuse (SWRAU) NPL and SAA sites annually.
The Sitewide Ready for Anticipated Use (SWRAU) performance measure allows for sites to be retracted from the measure if Regions determine that an entire site no longer meets the SWRAU criteria. A site can count toward the SWRAU measure again once it meets the SWRAU criteria. As such, acres for sites that have been retracted but not re-added are not reflected in annual acres shown here.
Reuse Economic Data
This metric tracks the estimated national economic beneficial effects of Superfund sites in reuse annually. EPA measures the economic beneficial effects of reuse at Superfund sites by collecting the number of businesses located on sites, number of people employed at site businesses, annual employment income from on-site jobs and annual sales revenue generated by businesses on site.
Community Involvement Plans Produced using EJSCREEN or Census Data
This measure tracks the number of community involvement plans produced that used EJSCREEN or census data to identify communities with environmental justice concerns. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2021.
Community Involvement Plans Produced Incorporating Reuse Discussions
This measure tracks number of community involvement plans produced that incorporated reuse discussions into the interview process. This is a new measure and EPA does not yet have data available. EPA plans to start reporting this measure in fiscal year 2021.
