Environmental Workforce Development and Job Training Program (Brownfields- Competitive)

The Environmental Workforce Development and Job Training Program supports recruitment, training and placement of unemployed and underemployed people, including low-income residents in solid and hazardous waste-impacted communities, with the skills needed to obtain full-time, sustainable employment in solid and hazardous waste cleanup, wastewater treatment, chemical safety, and the environmental field generally. This program promotes the facilitation of activities related to assessment, cleanup or preparation of contaminated sites, including brownfields and Superfund sites, for reuse, while simultaneously building a local workforce with the skills needed to perform remediation work that are supportive of environmental protection and environmental health and safety.

Brownfields Assessment and Cleanup Grant Program

Brownfield sites are sites where reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant. The goals of the brownfield assessment, revolving loan fund (RLF) and cleanup grants are to provide funding:

  1. to inventory, characterize, assess, and conduct planning and community involvement related to brownfield sites;
  2. to capitalize an RLF and provide subgrants to carry out cleanup activities at brownfield sites; and
  3. to carry out cleanup activities at brownfield sites owned by the grant recipient.

Environmental Justice Small Grant Program The purpose of this grant program is to support communities dealing with environmental justice concerns through projects designed to empower and educate these communities to better understand environmental and public health issues and to identify ways to address these issues at the local level. The program provides funding to support community-based organizations in their efforts to collaborate and partner with local stakeholder groups (e.g., local businesses and industry, local government, medical providers and academia) as they develop and implement solutions that address environmental and/or public health issues for underserved communities. The long-term goals of the EJCPS Program are to help build the capacity of communities with environmental justice concerns and to create self-sustaining, community-based partnerships that will continue to improve local environments in the future.

Source Reduction Assistance Program

Source Reduction Assistance (SRA) awards support pollution prevention (P2) through source reduction and resource conservation work. SRA awards will support one or more of the P2 program’s National Emphasis Areas:

  1. Business-Based Pollution Prevention Solutions Supporting Toxic Substances Control Act (TSCA) Priorities and Chemical Safety;
  2. Food Manufacturing and Processing; and
  3. State or Community Approaches to Hazardous Materials Source Reduction.

These areas will promote national environmental themes and strategies reflected within EPA’s P2 program.

The Sanitation Facilities Construction Program supports the mission of the Indian Health Service to raise the health status of American Indian and Alaska Native people to the highest possible level through the provision of sanitation facilities that help ensure tribal communities have access to safe drinking water and waste disposal.

California – Local Government Waste Tire Cleanup and Amnesty Grant Programs

These grant programs provide funding for the cost of cleanup, abatement, or other remedial actions related to the disposal of waste tires collected at cleanup projects and amnesty events. Previously offered together as one grant program, the Waste Tire Cleanup Grant and the Waste Tire Amnesty Grants have been separated. The Waste Tire Cleanup Grant Program will be offered every two years, beginning in 2012, in even years and the Waste Tire Amnesty Grant will be offered every two years in odd years. Each program will have a two-year grant term.
